Shannon Taylor – Henrico County Commonwealth’s Attorney
Shannon Taylor was first elected Henrico County Commonwealth’s Attorney in 2011 after years of service as a professional prosecutor at the local, state, and federal levels. She is a graduate of the University of Virginia and University of Richmond Law School.
A respected and trusted leader, Shannon was honored by her peers throughout the state when she was chosen as President of the Virginia Commonwealth’s Attorneys Association, an organization that advocates for effective law enforcement reforms in the Virginia General Assembly and conducts important training across the state.
As Commonwealth’s Attorney, Shannon’s number one priority is keeping our community and our families safe from crime. She works each and every day to keep Henricoans safe, keep violent criminals off our streets and remove illegal guns. Shannon prioritizes compassionate, effective, policies to move Henrico forward, as the best way to keep the community safe.

Shannon works to ensure all violent and dangerous criminals are off the streets while prioritizing the needs of victims and their families. Shannon believes community trust and compassion is essential and actively seeks out citizen input and concerns in every corner of Henrico.
Shannon works to get those with mental health issues the care they need. Mental health isn’t just an individual – it’s a collective community issue. She is working to expand the use of the court’s Mental Health docket and is proud of her work with other members of the Henrico community that established the Henrico Mental Health Clinic East, which opened in 2019.
Shannon strongly believes that while offenders must be held accountable for crimes they commit, jails are not the best place to treat those with substance abuse disorders. She works closely with the addiction recovery community to ensure addiction is treated as a disease and offenders get the help that they need.
Where safe, rehabilitation for offenders must be a primary goal in the Henrico justice system. Shannon also believes diversion programs – not jails — are often a better way to deal with non-violent offenders and has sought such sentencing options whenever their use is reasonable.
